Chapters 237 and 238 of the Acts of the General Assembly of Maryland of 2004 provided for each county to have a local Drug and Alcohol Abuse Council to develop the plans, strategies and priorities of each county for meeting the identified needs of the general public and the criminal justice system for alcohol and drug abuse evaluation, prevention, intervention and treatment. These initial two year plans were required to be submitted to the Governor’s Office by July 1st, 2005. The following are postings of each local jurisdiction’s initial two year strategic plan. Implementation updates are due to the Alcohol and Drug Abuse Administration every six months and will be posted, as received, with the corresponding initial strategic plan.
